Better support for templates with whiteboards and attachments in the create modal

When creating an initiative from the create modal, inserting a template with an embedded whiteboards will not show the whiteboard until the issue is created.

Once created, the whiteboard in the template and in the initiative is the same. It should be a duplicate instead.
