Enable time range filtering of retrospective report

Aid adoption of the report to support release change management using an OTB capability

How should it work?

There is a date range picker today but this only seems to filter the burn down...
really we'd like to see the date restrictions limit the puts and takes and other item listings in that window.
The rationale here is simply that in practice churn at the start of the release may be expected and so you may see a lot of puts and takes. As the release becomes baked, the change becomes more significant... filtering our the early noise would be really helpful to consuming the data on the screen
