Prevent users from creating blank initiatives from roadmaps

Prevent blank initiatives from being created even though initiatives have required fields.

How should it work?

Option A) Users should be prompted to enter required fields (Display the initiative creation form) when creating an initiative from roadmap page.

Option B) Add an option to disable initiative creation from roadmap page (redirect to initiatives page for creating them) and only allow using existing initiatives.
