Enable CSV importing of initiative product value score metrics

Who would benefit?

Any users who were using custom scorecards to prioritize initiatives. CSV import will allow users to migrate over their custom scorecards to the new product value score field.

What impact would it make?

Allows teams currently prioritizing initiatives to use much better functionality for prioritization.

How should it work?

CSV import for the scorecard metrics of the product value score field in each workspace
