Allow Emailing all subscribed ideas forum users for Polls Merged

Who would benefit?

Users of the ideas forum who don't normally log in to see the Polls, who may want to provide input.

Product Managers, who may not have as established a user base or have a lot of users who have access but don't participate in voting or adding new ideas.

What impact would it make?

More efficiency in notifying users of new polls available.

How should it work?

Have this be a separate subscription that users are opted into upon creation of their account. They can unsubscribe if they want.

When the Product Manager goes to email users about the poll, there is a grouping of 'Subscribed to Poll Communication' that can be selected.
