Ability to update Requirement or other record fields based on a query

We use a series of standard Requirements for each feature flowing through the pipeline. Depending on the values in certain fields, some of those requirements are not applicable. Automation lets me change the value of the workflow status, for example, for all Requirements when a field value changes. I'd like to be able to query to select only a subset of the Requirements based on our "Requirements Type" or another field.

It's worth noting that we use the Requirements with a custom workflow as a Todo list because we need more status options "Waived/Not Applicable, Not Started, In Progress, Blocked, Waived, or Complete". Todo's are too limited, items can be only "done" or "not done".
