Ability to turn off mockup and attachment in "Note" custom field Merged

We need the ability to turn off the mockup and attachment ability in some "Note" custom fields. While users is able to do multiline rich text editing, we do not expect our users to utilize those abilities in certain Note custom fields.

In Jira there is an equivalent custom field called "Paragraph". We do not want user to provide info as mockup or attachment, but eventually lose the info after sending to Jira.
