Ability to add private comments to a public idea Merged

There are times when a customer or field rep would like to upvote and comment on an existing public idea. The comment made need to include the customer's name or other private information that justifies the business case to develop the idea.

Currently, there is no way to provide confidential info privately to a PM managing the Idea unless you create a brand new private Idea and link to the existing one.
