Allow disabling the option of standard votes (to only use Proxy votes) Merged

We have our CSMs vote on behalf of our clients, using Proxy Votes.

Currently I have to remind them to never use their own votes but rather only use Proxy Votes. It also means that when they submit a new idea, they have to remember to REMOVE their own vote, and add a proxy vote on behalf of their client instead.

It would be great to configure the Idea portal to only allow proxy votes, without the option to use standard votes, to make sure we only count "client" votes.
