Add exceptions to automation rules Merged

We would like to be able to add a layer of exceptions to automation rules.

For example, when the status of an epic changes to in progress, we would like to update the related initiative to on track, except if the initiative is at risk or not achievable. For those particular statuses, we want the PM to make manual updates.

However, right now we see that epics start progressing, but the initiative might stay in the backlog, which isn't a true representation of the status.
