Add custom layouts to To-dos Merged

We would like to be able to make our to-dos more configurable and to make some fields mandatory.

For example, we can create work requests and it's possible to keep them unassigned, and because we have work request permissions set, nobody can see the work request without running a report. If it was a mandatory field, this woud not be an issue.
