When you say that you need to estimate in allocation, does this idea (Estimate in allocation percentage) sum up your requirements?
Regarding adding and removing team members, this is possible today. However, the changes are applied immediately. There are a couple of ideas around setting variable team capacity. Is the functionality described below what you are looking to do?
