Idea admin message boilerplates/templates Merged

When writing admin messages, we try to use similar messages and then customize them.

Example:

We appreciate the feedback on this idea. Despite the interest in this request, we do not plan to implement this idea.

[... reason]

We use different templates depending on the status that we set for the idea. Being able to use templates (just like for notes) would make this process much faster.
