Release date is required when creating a release but will default the value if left blank

Currently, when adding a release, the Release date field is required but it can be left blank. If the Release date is left blank, it will be set to 30 days from "today".

Since the release can be created without the user setting the Release date, this causes confusion and involves reviewing releases to verify if a release date was intentionally set or if it was just defaulted to 30 days out because it was blank.

It would be helpful to require the user to enter the Release date field when it's required and not allow them to leave it blank as other required fields are handled.
