Promote ideas to releases Merged

It would be useful from a workflow perspective to have the capability to promote an idea to a release/plan. This would allow for leveraging the Ideas portal intake for larger initiative or project scale of work and eliminate an extra step in creating a release under an initiative or to place a feature within.

This would also make for a more efficient intake from a portfolio level as in our use case, an ideas portal sits in front of the division portfolio and an idea may contain multiple features that span several child product workspaces.
