Enable users to open dashboard panels when Dashboard is set to View Only

We need to enable our end users to be able to open dashboard panels to be able view the underlying reports - esp. important given list view reports in panels only display Page 1. Currently, we would need to make the dashboard permissions View & Edit - which also enables end users to edit the dashboard - which we don't want to happen.
