Allow automation rule to increase progress % Merged

Today, progress on features can only be auto calculated based off when requirements reach a complete/done status. We would like the ability to show incremental progress. A simple way of doing this would be to allow setting the feature progress to a specific % (i.e. 15%) when all requirements are done being written, then another higher % (i.e. 70%) when the requirements enter QA, then use the existing logic from that point forward to calculate based on when requirements are actually marked as finished
