Private Full-Portal to have email replies as comments to idea Merged

We need same behavior for Private Full-Portal as for Submit-Only portal - that creator of Idea can reply to email to add comment to idea

    Today users can respond to other idea notification emails to add a comment to the ideas, but the initial confirmation email does not follow that behavior. I have merged this idea into another idea that we are using to track customer feedback for this.
