Ability to prevent deletion of approval to-do's

Highly regulated organisations rely on workflow approvals when providing audits of status changes and approvals for work. At present, it's possible for anyone with a contributor or owner license to delete an approval to-do belonging to another user. This can result in gaps in audit trails and compliance failure.
