Auto-update Feature status on Release

When a Release is made, all Features within that Release should be updated to 'Shipped' (or equivalent custom status). This will keep things in sync and reduce admin.

Allow Admins to Add/Manage Users but NOT Billing

Allow product owners to grant users with paid seats access to their products
