Anyone can create Folders in Reporting Merged

If all permission levels can create reports, they should be able to create folders to organize those reports.

Our overview section is a mess because everything is just visible to all and not organizable except by a select few. The PO/Contributor level peoples jobs are to be product managers, not report admins.
