The staggered roadmap is an artifact used to identify changes in the roadmap. I've seen this implemented by one consulting company in particular as a means of determining the company's ability to meet commitments. This is normally an executive level report (and very popular), often communicated at least quarterly, if not monthly. The easiest way to describe the staggered roadmap is to visualize the various versions of a roadmap placed atop one another. For example, let's suppose the roadmap originally depicted feature X beginning Q1 and being delivered Q3. However, due to other issues the feature gets delayed and the roadmap is revised to show a beginning date of Q2 and a delivery of Q4. In the instances of this artifact I've seen, the period from Q1 to Q2 would show in a lighter, more transparent color while the time period from Q2 to Q4 would show a darker more solid color.
