Thank you for your idea. There are a couple options available currently that customers use in this type of process. First, we do have a lot of flexibility with our workflows and the ability to customize them to your specific products and processes, so one option would be to add approval steps directly to the workflow. Alternatively, you can add custom fields to capture the PM sign-off and any notes. The record history will keep a track of who made the updates in either of these options.
Given the flexibility with options above we don't have plans to make changes in this area at this time. We hope you can understand.
