Ability to apply a custom release workflow to a master release

I have been able to assign a new workflow across releases in individual products but can't seem to find where this would be done at a product line and master release level (the relevant product settings screen isn't available for a product line). Just wondering if this is possible and to avoid a mismatch of release status between release and master release?

I think you can create a release workflow for a product line - but you have to navigate to the product line and then account settings and product line settings. It'd be nice if you could create & name workflow templates and apply them across product lines/products. My release phases actually depend more on factors other than product line - i.e. development group
