Enable Internal Ideas Portal for a projects which requires different field sets than external ideas portal Merged

As a product manager, I want to like to be able to concurrently run an internal ideas portal which more custom fields than our external ideas portal so that I can require more rigour with feature requests from internal stakeholders than I might from customers submitting ideas.

 Requirement:
- Two ideas portals can be associated with the same product at the same time
- Each portal can have a unique set of custom fields associated to it
