Labeling groups of custom fields

Hi there,
I would like the ability to be able to label groups of custom fields.
i.e. - when I have multiple custom fields on a feature, I would like to be able to re-name the 'bottom section' of the custom field layout something different besides custom fields (see link below)
In this instance it'd be called something like 'promo description'.

In addition, I'd like to hide a group of fields as a user to focus only on the fields that are important to me for the job I am doing. Looking at a feature with large number of fields is distracting and counter productive.
Some field groups are important for engineering, and others are important for marketing/product management. So ideally users should be able to see what is relevant to them and hide others.
