I have seen a handful of Ideas marked "Unlikely to Implement" with an Admin Response that seems to not necessarily fully get the original Idea's intent. And it at least feels like once an Idea is marked as such, it won't be looked at again by Aha development, even if there is further discussion on the Idea. I understand that deciding not to develop a requested feature will usually not be popular with the requester, and I totally understand the need to not develop every idea, even not every good idea. But when there's a valid disagreement with the understanding of the person/people who decided not to move forward, could there be a way to request further discussion?
