The Assignee should be auto-notified of public comments
If I am the Assignee of an idea submission, and someone leaves a comment, I do not get notified that a comment has been left.
This is bad as our Assignee is usually the one managing these ideas, and needs to know if a comment was left.

The status of this idea was out of date. The idea assignee will now be notified based on their notification settings for records they are participating on.
