"Developer" Role Manage ToDos and Release Capacity

1. The Developer role (used, not surprisingly, by our engineers) cannot reassign TODO's within a task. This situation can occur in a couple ways, one example: a task (and subsequent TODOs) are created by a PM and assigned to a Developer, but then a different developer takes over the task (e.g. Bug fixes workflow). The "new" Developer is powerless to check off the TODO's,
2. The Developer role cannot edit Release capacity.

These items would make a huge difference in our workflow.
