Allow progress popup to popup above the release when at the bottom of a page

This might actually be a bug rather than a feature request, but when on the Portfolio view, yu can hover over a release and see its Jira progress in a burn down chart. When a release is at the boom of a page, this popup appears below the viewport making it impossible to see the burndown chart.
