Release to Release Dependancies

It would be great if we were able to identify release to release dependencies in the same way that you can for release phases. The use case here is that we have 3 streams for development Customer, Operations & Technical. The customer stream developments have specific dependencies on some of the work that is being done in the technical stream.

    Dependencies can be set across releases. You can do this in the same way that you select dependencies within releases.

    In the technical stream, you can match the dependency release phase items to the release phases in the Customer and Operations streams.

    Likewise, I can't see any way to do this. How do you do this? For myself, I would like to be able to make releases dependent in the same way you allow features to be dependent on each other.
