Allow submission of ideas against a Product Line Merged

We use a Aha Product Line to represent a Product that has several major components that we represent using Aha Products. In that configuration, there are some ideas that need to be submitted to the Product Line and not at the component level. This could be represented as an Initiative or something similar.
