Allow Initiative roll-up to skip a level. Merged

Sometimes we repeat initiatives at each level of the hierarchy only so that we can create a roll-up to the top.

It would be better if we could skip levels. For example, let's say we have a division product line, but the initiatives are the same as they are at the company level. We don't want to have to create them all in each division (what if we have 10 divisions).
