It seems odd that you have to go to the overview page to upload files to a product line or workspace. Why not add the option to upload a file on the Files page?

We will continue to monitor the idea for community feedback.
In the meantime, a possible workaround would be to add a file from the Info > Overview page first if you do not want to attach it to another record type. This could be a good place to store any non-record specific related attachments, which will then appear in the Info > Files page.
