Customize Send Time for Daily Email Summary

The 9PM email can be a bit irritating because it causes users to check to see if they've been pinged on something outside of working hours. It would be nice to customize this email to be received at the preferred time. For me, that would be 1PM. The daily email coming at 9PM often means it won't get read in the morning, causing a backlog.
