Close loophole in locked filters

If a filter is locked and settings are view only, the selections chosen for the filter locked are lost by unselecting the filter through the filter button and re-adding it. The filter will return as locked, but what was chosen in the filter disappears.

(ex. locked filter name: product 1, product 2, product 4 enabled --> locked filter name: any)
