Allow product owners to edit other user comments without granting admin rights

Allow product owners to edit other user comments without granting admin rights.

We have a sensitive product tree and not all product owners should be given admin rights but they should be able to edit other users comments to help adjust and improve the data held, on initiatives and other records.

These edits should also be audited.
