Show also a year in short dates

Whenever a short date is displayed (releases, features, comments, ...) it's not showing a year.

For example for features I see "Created by XXX on 02 Oct" but I don't know which year. Same applies to comments, even if I hover over the date, it still doesn't show the year.

A simple 2 digits representation would do the trick. Thank you!

      Hi Kelly, thank you very much for reply. I have the latest Chrome 79.0.3945.88 (Official Build) (64-bit), I'm located in Dubai, I'm on Windows 10 with English (United States) regional settings. I've attached two examples, hope it'll help. Thank you!
