Add the ability to receive an immediate email notification when I'm mentioned

When I’m mentioned in any item I’d like to be able to receive a quicker email notification than when someone updates an item I'm participating in.

As of today the mention notification frequency is controlled with the Participating setting. If I switch to Instant email I'll receive too many email notifications.
