CSV Import for users, Admin access only, no paid seat

Today, you need to be a product or workspace owner to use the CSV import for new users, this means that a billing admin cannot bulk import new users, but has to add them one at a time. Please consider changing the CSV import for users so a billing admin can bulk import new users without the need for a paid seat in an Enterprise or Enterprise+ account.
