Ability to Rearrange Releases & Steps in User Story Map Merged

• Please add the ability to rearrange releases using drag/drop in User Story Map.  
  • The default should be based on Release date ASC.    
  • An option to choose - release date based or retain custom order will be helpful for varying audience.

Currently it retains the order releases are created, which does not provide much value and hard to create the releases in the logical order.  Once the features are mapped, deleting releases & recreating right order is a complete rework.  The USM is not useful without this functionality.  Multiple updates to releases happen (in particular when releases are scope based, not set schedule based) and USM should be reflective of that. 

• The same goes for story steps.  At times rearranging is needed.  Currently, a new step can be inserted and all features need to be moved into the added step.
