Static Data in Layouts

It would be nice to have a way to add static data/info that shows up in every feature, idea, etc., possibly determined by layout.  For example, our teams need to access a document on SharePoint while they review their features.  We'd like to be able to add a static hyperlink to all features so that when teams are reviewing their features, they can quickly click the url to open up the  document and make changes as they review.  This field could be used for multiple purposes, such as URLs, messages to users (e.g. REVIEWS DUE BY NOON), or any static data you want to display to all users within that layout.  I understand there is a URL field that I can bulk edit a url into the features, but new features wouldn't pick the url up.
