Ability to require email validation prior to submitting, commenting, or voting on a public idea portal

Aha! user should be able to check a box on their public idea portal settings to require "guest" idea submitters to validate their email prior to submitting an idea, commenting, or voting.  This would provide a safeguard against SPAM and otherwise abusive users on public portals.

    This feature was my obvious expectation from a public portal. It helps to: 

    • to avoid idea spamming
    • to have valid contact point(e-mail) of the idea owner

    Great idea.  We have some very "passionate" users and they have setup 100's of fake e-mail accounts to vote for ideas...annoying.
