Reorder Public Comments and Private Comments tabs

On the Ideas window, Public Comments is first, then Private Comments.

Would like Private Comments to be shown first - a lot of our Aha users are adding comments into Public Comments in error, which means we need to manually cut/paste these from Public to Private.

    Thank you for the idea. Given the low volume of support for this idea, we do not have plans to make updates in this area at this time.
