Ability to disable automatic emails being sent to new users in Builder applications

When you add a new user to an app in Builder via Configuration > Authentication > Users, an email is automatically sent.

In some cases we don’t want to send an invite, we just want to set up a user profile ahead of time prior to them logging in for the first time via SSO (for example in this particular project any SSO user can log in and they get assigned a default user role, and in this case we happened to want to assign that user’s role before they logged in). Being able to turn off the sending of emails would be helpful as it avoids confusion and saves us from having to send emails/messages to that user to ignore the message that they are about to receive.
