Allow lower-tier users to see read-only AI capabilities

• I cannot see what Skills my sys admins have configured for AI in Aha that are available to me when using Elle

What is the impact?

• I may create duplicate or conflicting Skills in my Personal AI capabilities settings

• Allow users to see any AI capabilities read-only do know what their admins have already built that they can use
