Apply rounding in capacity reports to avoid misleading indications

What is the challenge?

• Rounding error leads to misleading report graphic.

What is the impact?

• It's annoying, and limits the utility of the report for wider circulation.

Describe your idea.

• Need to apply rounding more widely in the team capacity reports in the main table, and take account of that throughout. You can see in the attached image that the engineer has (approximately) 1x10^-17 too many points assigned. Which is obviously nothing, but the report shows them to be over capacity.
