Problem
Idea categories are shared across portals, which makes it difficult to tailor the submission experience for different audiences. When multiple portals serve different customer groups or use cases within the same product, portal admins cannot limit category choices to only the ones relevant to that portal. This can create confusion for submitters, inconsistent categorization, and extra admin cleanup after submission.
Desired behavior
Allow admins to configure which idea categories are available in each portal. Categories should be assignable to one, many, or all portals. If a category is not enabled for a portal, it should not appear as an option when users submit or view ideas there.

A company has separate customer and partner portals, each needing different category options.
A team uses one portal for beta feedback and another for support-related requests for the same product, with distinct category sets.
