Allow per-workspace opt out of inherited AI agents

What is the challenge?

• Agent inheritance from a workspace line is all or nothing. There's no way to exclude specific workspaces or lines.

What is the impact?

• Admins with large hierarchies can't apply an agent broadly while carving out exceptions, so they either inherit everywhere or recreate agents manually.
