Allow account layout overrides at product line or workspace level

What is the challenge?

• Account-level custom layouts are enforced across all product lines and workspaces.

• Admins cannot override the inherited account-level layout for teams with different needs. When a lower-level custom layout is selected, this adds to the account-level layout.

What is the impact?

• Teams lose flexibility to tailor layouts to their own process and reporting needs.

• This creates confusion because selecting a lower-level layout appears like it should replace the inherited one, but it does not.

Describe your idea.

• Allow product lines and workspaces to explicitly override an account-level custom layout.

• Provide clear options such as inherit, extend, or override so admins can choose how lower-level layouts behave.
